Upcoming CDB Study
ST. VINCENT AND THE PORT RATIONALISATION AND DEVELOPMENT STUDY STATEMENT OF CAPABILITY The Government
of St. Vincent and the Grenadines (GSVG) has secured a Technical Assistance
(TA) loan from the Caribbean Development Bank (CDB) towards the cost of undertaking
a Port Rationalisation and Development Study. Phase 1 will consist of a rationalisation study, together with the
development of a Master Plan for port development in The objectives of the TA are as follows: (a) to
inform SVGPA/GSVG decision-making on the financial and operational management
of port facilities in SVG and, through the development of a Master Plan, the
development of physical port infrastructure in SVG. The TA will also require the preparation of
conceptual designs and the determination of the feasibility of the preferred
option; and (b) to develop Outline Plans which would
provide a framework for future landside and marine development at The Consultants shall be eligible for
procurement if: (a) in the
case of a body corporate, it is legally incorporated or otherwise organised in
an eligible country, has its principal place of business in an eligible country
and is more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an
eligible country or countries or by a body or bodies corporate meeting these
requirements; (b) in the
case of individuals and unincorporated firms, the person or persons is or are a
citizen or citizens or bona fide resident or residents of an eligible country; and (c) in all
cases, the Consultant has no arrangement and undertakes not to make any
arrangements whereby any substantial part of the net profits or other tangible
benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible
country. For the purposes of this consultancy, eligible countries
are CDB Member Countries. Five copies of the submissions must be delivered in a
sealed envelope to the SVGPA offices at the first address below no later than
16:00 hours on Thursday, April 16, 2009 with one copy being sent
simultaneously to CDB at the second address below. Sealed envelopes containing the submission
should include the name and address of the applicant and should be clearly
marked “STATEMENT OF CAPABILITY: CONSULTING SERVICES – PORT RATIONALISATION AND DEVELOPMENT STUDY ”. Following the assessment of submissions, a shortlist
of not less than three, and not more than six firms, will be invited to submit
technical and financial proposals. Copies of the terms of reference for the
assignment will be made available to the short listed firms. SVGPA reserves the right to accept or reject late
applications or to cancel the present invitation partially or in its entirety. SVGPA
will not be bound to assign any reason for not short listing any applicant and
will not defray costs incurred by applicants in the preparation and submission
of the statements of capability. Applicants will be
